Estimating the Impact of Labour Market Programmes

Working Paper No. 3

By Susan Purdon

Programme evaluations in Britain are typically large, complex and expensive, but a considerable proportion of the time, money and effort is devoted to estimating just one figure, namely the 'impact' of the programme. Using labour market programmes as an example, the paper describes the main methodologies available for making this estimate, the assumptions needed for each design, and the circumstances under which each design might be appropriate. The paper was commissioned by the Department for Work and Pensions and was prepared by the National Centre for Social Research.
